Film Victoria Committees and Assessment Panels

COMMITTEES

Audit and Risk Committee

Our Audit and Risk Committee oversees and reviews the processes of management and the internal and external audit functions with a view to achieving strategic objectives efficiently and effectively. It guides the Chief Executive Officer and General Manager Business Affairs, and assists the Board and the Minister in the discharge of respective responsibilities for financial reporting, financial management, compliance, internal control systems, audit activities, risk management and any other matters referred to it by the Board. It oversees and reviews the risks associated with the Cash Flow Facility Fund and with applications to the Cash Flow Facility Program to be submitted to the Board for decision.

At least two members of the Audit Committee must be independent under Financial Management Compliance Framework directions. All members of the Audit and Risk Committee are independent.

PIAF/RLAF Committee

The Production Investment Attraction Fund (PIAF) and Regional Victoria Film Location Attraction Fund (RLAF) committee meets as required. Applications are considered and a response provided to the producers within four weeks from the date of application.

Film Victoria Evaluation and Advisory Committee (Film Victoria EAC)

Our Evaluation and Advisory Committee consists of suitably qualified and experienced practitioners across film and television. A minimum of five members and maximum of ten members are convened to consider applications for Production Investment, providing recommendations to the Board for final approval.

ASSESSMENT PANELS

The Chair of each Film Victoria Assessment Panel listed below will be the most senior member of staff present.

Fiction Feature Development Assessment Panel

The Fiction Development Assessment Panel assesses applications to the Screen Development - Fiction Features and Market Ready Features funding strands. The composition of the panel may differ between the funding rounds.

A minimum of one internal staff from the following:

  • CEO, Film Victoria
  • General Manager, Industry Development and Investment
  • Manager, Script Development
  • And a minimum of two external script development experts

Fiction Television Development Assessment Panel

The Fiction Development Assessment Panel assesses applications to the Screen Development - Fiction Television Concept and Co-Funded Television funding strands.

Members (a minimum of three of the following):

  • CEO, Film Victoria
  • General Manager, Industry Development and Investment
  • Manager, Script Development
  • Senior Investment Manager
  • Investment and Program Manager(s)
  • Script Development Project Officer
  • External Assessors (as required)

Documentary Development Assessment Panel

This panel assesses applications to the Screen Development - Documentary funding strands. We may commission the external assessment of any project seeking funding to assist the Panel in its consideration of an application.

Members (a minimum of three of the following):

  • CEO, Film Victoria
  • Head of Screen Industry Programs
  • Documentary Program Manager
  • Development and Investment Manager(s)
  • Feature Film Development Manager
  • External Assessors (as required)

Digital Media Assessment Panel

The Digital Media Assessment Panel assesses applications in respect of the Screen Development - Games funding strand, providing recommendations to the Board for final approval, and the Screen Marketing - Games Release funding strand.

Members (a minimum of two and maximum of three of the following):

  • CEO, Film Victoria
  • Head of Screen Industry Programs
  • Digital Media Manager
  • Development and Investment Manager(s)

The Digital Media Assessment Panel also comprises external panel members, with relevant skills and experience. A minimum of three and maximum of five of the following external members must attend each meeting:

Business and Skills Development Assessment Panel

This panel assesses applications to the Digital Media Company Internship, International Festivals, Global Connections and Screen Business Online funding strands. It may also assess special initiatives relevant to business and skills development as required. We may commission the external assessment of any project seeking funding to assist the panel in its consideration of an application.

Members (a minimum of three of the following):

  • CEO, Film Victoria
  • General Manager, Industry Development and Investment
  • Senior Investment Manager
  • Investment and Programs Manager(s)
  • Manager, Script Development
  • Documentary Development Manager
  • Industry Programs Officer(s)
  • Digital Media Manager
  • Indigenous Projects Officer

When considering applications for Global Connections and Digital Media Company Internships a minimum of one senior manager must sit on the Assessment Panel. Senior managers include:

  • General Manager, Industry Development and Investment
  • Senior Investment Manager
  • Investment and Programs Manager(s)
  • Manager, Script Development
  • Digital Media Manager

When considering applications for one-off specific initiatives requiring international travel supported through Global Connections or other Screen Business funding strands the panel must comprise a minimum of three internal staff from the following:

  • CEO, Film Victoria
  • General Manager, Industry Development and Investment
  • General Manager, Incentives, Locations and Production Services
  • Senior Investment Manager
  • Investment and Programs Manager(s)
  • Manager, Script Development
  • Digital Media Manager

Industry and Audience Development Assessment Panel

This panel assesses applications to the Screen Skills - Industry Activities and Screen Engagement - Audience Access and Regional Access funding strands.

Members (a minimum of three of the following):

  • General Manager, Industry Development and Investment
  • Senior Investment Manager
  • Investment and Programs Manager(s)
  • Digital Media Manager
  • Industry Programs Officer(s)
